In the US, climate change is raising questions about the mobility of individuals both as citizens and consumers. People are being asked to make the moral choice to cut transport-related emissions, whilst at the same time political authorities and private companies try to influence individual consumption. One object embodies this “synthesis” between citizen and consumer: the electric car. Forgotten after its early promise in the first energy crisis, the electric car is recovering its emblematic role, despite some residual scepticism. In the US, it was a focal point of the presentation of the Obama climate change program: the target is a million hybrid vehicles by 2015. Other low-emission mobility “objects” have been devised and sometimes brought to the market: bicycles, motorbikes, tricycles... all running on electricity.
Beyond the debates about the potential popularity of these solutions and their impact on climate change, electric mobility is opening up new perspectives on the role of the “citizen-consumer”. The combination of electric mobility objects and smart grids suggests the possibility (even the viability) of citizens playing an active part in producing, organising and even materially transforming their means of transport: connecting an electric scooter to feed power into the local grid; or choosing to hire an electric vehicle both for its energy efficiency and its suitability for urban travel... Could “citizen-consumers” come to produce both their own mobility and their own energy? Against the background of the climate change imperative, could individual electric mobility play a decisive role in revolutionizing mobility and in a new system of energy production and distribution? This session will be more speculative, an exploration of possibilities.
